Khashuri has been the administrative center of the Khashuri Municipality since 1921. Information about Khashuri was first found  in documents dated back to1863, however, these documents explain that Khashuri was founded earlier than 1863. 

According to the “Kalmasoba” – a voluminous encyclopedia by Ioane/John Batonishvili at the end of XVIII century – Khashuri was a village with a tower and St. Marine church. From 1801 to 1921, the Khashuri area was part of the Gori province. After founding the Georgian railway in 60ns of XIX century, Khashuri was established as a small town. The main railway line, Tbilisi-Poti, runs through Khashuri. Different railway facilities/small factories were established in Khashuri. These were some of the biggest factories in the South Caucasus. During this period, Khashuri transformed into an important railway hub and into a town. 

The Khashuri Municipality is located in the middle of Georgia. It is a crossroad and unites West, East and South parts of Georgia. 

The Municipality Council is the representative body of Khashuri Municipality and the Municipality City Hall acts as the executive body.  The Municipality consist of: the town Khashuri, a settlement – Suranmi and 11 rural administrative units (Ali, Gomi, Osiauri, Plevi, Kvishkheti, Tsotskhnara, Tskhramukha, Tsagvli, Tsromi, Khalebi, Khtsisi). There are 84 villages in the municipality. The population of Khashuri is about 65 000. The majority of the population live in town.

The main industrial facilities in the municipality are located in Khashuri. Main fields of agriculture include: arable farming, viticulture, cattle-breeding. Construction and farming are the main forms of business.

There are 32 public and 1 private schools, libraries a puppet theatre, and 3 museums. 

Khashuri has a rich and interesting history. There are historic architecture monuments: Surami Castle, Tsromi Cathedral, Surami St. Giorgi Church, Kviratskhoveli Charch, Tsagvli and Tsromi ruins etc.
